think that yes u can say Jai Siya Ram but there is not much difference even if u say jai shree ram because sita mata and ram ji are one anyway, it is only us humans who see god in a million forms. he is one, especially with sita mata. besides, everything and everyone comes from him and everything and everyone goes back into him. so say what u wish, so long as u have realised that he is everywhere and even in everyone.
Brother it is just not only a literaly thing but there is a reason behind it acc. to me Shree Ram Ji look incomplete without Mata Sita Ji. Mata Sita Ji incarnation of Mata Lakshmi played equal role as Lord Vishnu(as Ram Ji) during their incarnation on Earth. So without Mata Sita Ji Ram Ji couldn't perform what They did, I think You agree? So by Saying Jai SiyaRam Ji we show our respect to both Shree Ram Ji and Mata Sita Ji, hope You agree.
